OBJECTIVES
Money laundering is a pivotal activity for the full spectrum of serious and organised crime, which is predominantly profit-oriented. Enabled by globalisation and the digitalisation of the financial sector, it introduces into the legal economy billions in illicit proceeds, significantly affecting the legal economy. The phenomenon of money laundering is addressed typically by criminal justice, nevertheless, the administrative approach is gaining more and more significance. Administrative approach is particularly relevant to fight serious and organised crime in a complementary way to prevent and tackle the misuse of the legal infrastructure through multi-agency cooperation by sharing information and taking actions.
This training event is closely connected to an EMPACT action on the use of administrative approach against money laundering. It aims to introduce financial investigators to the general concept and the practicalities of administrative approach. Given that the concept is relatively new and there is plenty of room for development in the field, this webinar is probably just a first event in a potential sequence of webinars on the subject.
By the end of this webinar, the audience will be able to:
- Explain the general concept of administrative approach and how it is used in various criminal areas;
- Define the so called “barrier model”;
- Analyse conditions to set up effective barrier models and/or functioning effective administrative approaches against serious crimes;
- Summarize how money laundering can be countered via administrative tools/mechanisms;
- Describe existing models and projects.
TARGET GROUP
This webinar targets those financial investigators who are experienced and have good understanding of anti-money laundering criminal procedures but would like to know more about the possibilities of administrative processes.
