Aim and learning outcomes
The aim of this webinar is to introduce law enforcement and judicial officers into the phenomenon of illicit ketamine markets in Europe, with a particular focus retail markets. By the end of this webinar, the audience will be able to:
- Describe the ketamine retail market in Europe, with particular focus on the illicit ketamine market in Europe, ways of using ketamine, increased risk of harms, outcomes of monitoring ketamine, ketamine purities and the historic availability of ketamine.
- Describe choices of ketamine products, retail vs. wholesale prices in Europe and subsequent profitability of ketamine for criminal enterprises;
- Describe the characteristics of ketamine distribution through mail and postal parcels as well as how a system of risk assessment and flagging can address challenges faced by law enforcement and postal inspection services;
- Based on cases presented by experts from the Austria, Germany and the Netherlands, describe different aspects of the ketamine retail markets in these countries;
- List examples of online distribution of ketamine.
