OBJECTIVES

The aim of this training is to inform law enforcement officials about effective investigative practices, legal frameworks, and international cooperation mechanisms used to combat organised crime and human trafficking in Montenegro, Kosovo, Bulgaria, Spain, Portugal and Turkey. It also highlights the importance of direct communication, international collaboration and first‑hand operational exposure in addressing transnational organised crime.
By the end of this webinar, the audience will be able to:

  • Understand the similarities and differences in human trafficking patterns and legal frameworks in Montenegro and Kosovo;
  • Identify the operational procedures and investigative methods used by front‑line officers in both jurisdictions;
  • Strengthen their knowledge of cross‑border cooperation and direct communication strategies between law enforcement authorities;
  • Recognise the significance of the Balkan route in human trafficking and the roles of Montenegro and Kosovo as key transit countries;
  • Assess the challenges and potential solutions related to victim protection and exploitation prevention, particularly in cases involving prostitution;
  • Become familiar with data‑collection tools, including information gathered from human sources and police information systems;
  • Understand the importance of international cooperation between Spain and Bulgaria, supported by examples of joint investigative work;
  • Understand the key differences between low‑intensity and high‑intensity threat environments, using Portugal and Turkey as comparative case studies;
  • Identify how organised crime adapts its structure, behaviour, and modus operandi to different legal and security contexts;
  • Recognise the operational challenges faced by police forces working in distinct geopolitical and security environments;
  • Assess how penal frameworks influence policing models, operational priorities, and decision‑making processes;
  • Appreciate the operational value of the CEPOL Exchange Programme in strengthening professional judgement and fostering international cooperation.
