Terms and conditions of Use and Service of the LEEd
1. Definitions
- LEEd means Law Enforcement Education Platform;
- User: means any legal or natural person that has applied for and has obtained a LEEd account. This account provides (full or restricted) access to LEEd services. CEPOL staff members or external contractors working for CEPOL are not Users.
- User data: includes all data needed for registration purposes as well as profile data
- LEEd data: all data-other than the User data- serving a training purpose and uploaded in the system;
- Training resources of CEPOL: may refer to on-line modules, on-line courses, recorded webinars, webinar series, microlearning products, e-journals e-books, project spaces and any other resource that CEPOL may develop for learning purposes.
- Terms and conditions means these terms and condition as amended from time to time;
2. LEEd Services
LEEd is CEPOL’s online learning platform addressed to the Law Enforcement officials within the area of EU. Through LEEd, registered users have access to tools and resources that support and prolong the learning experience. LEEd platform also hosts the e-Journals service which provides registered users with access to international scientific journals related to police science and police practices.
3. Acceptance and acknowledgement of the Terms and Conditions
(a) In order to access the LEEd, the User shall log in by using its registered mail address and user password. Access to and use of the LEEd services is granted to the User subject to and in accordance with these Terms and Conditions.
(b) Before signing-up into the LEEd by creating a LEEd account each User has to read and agree to these Terms and Conditions by clicking on the ‘Accept’ button.
(c) CEPOL reserves the absolute right, at its sole discretion, to vary these Terms and Conditions in any way and at any time. The User will be requested to read and accept the amended Terms and Conditions upon their first attempt to login to the LEEd after the variations have been made. By logging-in and/or continuing to use the LEEd, the Users specifically accept these Terms and Conditions as varied.
4. Conditions of Use
A User is entitled to use LEEd for training and learning purposes. LEEd might also support the info exchange between experts of certain EU projects related to Law Enforcement. LEEd may not be used for any other purposes. A User agrees to use LEEd only for lawful purposes, and in a way that does not infringe the rights of, restrict or inhibit anyone else's use. Prohibited behaviour includes harassing or causing distress or inconvenience to any person, transmitting obscene or offensive content, disrupting the normal flow of dialogue within LEEd, discussion of illegal activities such as software piracy and other intellectual property infringement.
5. Intellectual property rights and others proprietary rights
(a) The Union has irrevocably worldwide ownership of material produced specifically for the LEEd platform.
(b) Unless otherwise specifically stated, a User may not copy, reproduce, republish, disassemble, decompile, download, post, broadcast, transmit, or make available to the public any LEEd file, content or information. A User may download LEEd files, content or information for personal, non-commercial use, and/or training purposes provided the source is acknowledged, save where otherwise stated. Where prior permission must be obtained for the reproduction or use of textual and multimedia information (sound, images, software, etc.), such permission shall cancel the above-mentioned general permission and shall clearly indicate any restrictions on use.

7. Accuracy of content and information
(a) While it strives to keep the LEEd content up-to-date and accurate, CEPOL makes no claims, assurances, or guarantees about the accuracy, completeness, or adequacy of the content available via LEEd and, therefore, expressly disclaims its liability for errors and omissions to the maximum extent permitted by law.
(b) Content uploaded to LEEd by the Users is displayed as received, without any kind of guarantee and for information purposes only. Users remain solely responsible for the accuracy and reliability of the data and information provided. Information provided by Users does not necessarily reflect the views of CEPOL.
8. Disclaimers and limitation of liability
It is our goal to minimise disruption caused by technical errors. However, some data or information may have been created or structured in files or formats that are not error-free and we cannot guarantee that our service will not be interrupted or otherwise affected by such problems. CEPOL accepts no responsibility with regard to such problems incurred as a result of using LEEd. This disclaimer is not intended to limit the liability of CEPOL in contravention of any requirements laid down in applicable national law nor to exclude its liability for matters which may not be excluded under that law.
9. Miscellaneous provisions
9.1 Breach of the terms and conditions
Failure to comply with the present terms and conditions may have consequences for the User, including, but by no means limited to, the User being prohibited from accessing LEEd by blocking the User's IP address.
Any User may also be held liable for any damage to the LEEd or for any damage resulting directly or indirectly from the impairment of the availability or accessibility of LEEd website caused by the User’s actions.
9.2 A User may not:
a. Post material that infringes on the rights of any third party, including intellectual property, privacy or publicity rights.
b. Post material that is unlawful, obscene, defamatory, threatening, harassing, abusive, slanderous, hateful, or embarrassing to any other person or entity as determined by CEPOL. in its sole discretion.
c. Post advertisements or solicitations of business.
d. Impersonate another person.
e. Allow any other person or entity to use his/her identification for posting on LEEd or viewing LEEd data.
f. Post the same note more than once or "spam."
9.3. Applicable law, and dispute settlement
The present terms and conditions are governed by Union law, complemented, where necessary, by the laws of Hungary. Any dispute, which cannot be settled amicably, shall be brought before the courts of Hungary.
